ALAMEDA COUNTY DISPARITY STUDY

Alameda County has commissioned Mason Tillman Associates, Ltd., an Oakland-based consulting firm, to perform a Disparity Study. Mason Tillman is a national expert in disparity studies with over 40 years of experience.

The Study will review Minority and Woman-owned Business Enterprise (MWBE) participation on County contracts and determine if disparity exists between the availability of qualified MWBEs and their actual utilization as contractors and subcontractors on County contracts on construction, professional services, and goods and services procurements.

VIRTUAL COMMUNITY MEETINGS
On June 30, 2021, Mason Tillman Associates moderated two Virtual Business Community Meetings discussing the Alameda County Disparity Study. Alameda County contracted with Mason Tillman to conduct an independent evaluation of its utilization of minority and women business enterprises on County contracts from July 1, 2017 – June 30, 2020. This utilization will be compared to the availability of ready, willing and able MWBEs in the market area to determine if a statistical disparity exists. The Study will assess policies related to maximizing M/WBE participation.

The business community meetings will give businesses the opportunity to ask questions about the Study, obtain information regarding M/WBE and Small, Local and Emerging Business certifications, and learn about upcoming contracting opportunities.
